Dana Point Harbor Revitalization

The County of Orange on Oct. 19 released a Request for Proposals (RFP) to three pre-qualified development teams seeking to partner with the County to revitalize Dana Point Harbor.

The County envisions entering into a master ground lease with a development team, to plan, design, permit, fund, construct, renovate, market, and operate and manage the Harbor. At the conclusion of the RFP process, the Board of Supervisors will select a development team to successfully revitalize the Harbor.

Request for Qualifications/Request for Proposals Milestones

  • March 16, 2016 – County releases Request for Qualifications (RFQ)
  • June 20, 2016 – Solicitation closes with three proposers responding
  • Sept. 1, 2016 – All three proposers short-listed by Evaluation Committee to receive the Request for Proposals (RFP)
  • Oct. 19, 2016 – County releases RFP to the three pre-qualified proposers
  • March 16, 2017 – Proposals due

Next Steps

  • County to host a Pre-Proposal Conference to address questions from proposers                        
  • Proposals will be evaluated, scored and proposers interviewed by the evaluation committee
  • Evaluation committee will make recommendation to the Board of Supervisors
  • Board of Supervisors will consider approval of a preferred proposer, and direct staff to negotiate Option and Lease Agreements
  • Board of Supervisors will consider approval of Option Agreement
  • Preferred proposer will complete due diligence and meet terms of Option Agreement
  • Board of Supervisors will consider approval of Lease Agreement
